This worked for me (and if there is a way I can show you a screenshot, let me know) I have done this in WXP Pro and Vista Home with perfect success. Choose your spot in RocketDock for you icon, right click it>Add item>FILE>(choose which action you want, as restart or shutdown)>Open. You should have an icon replacing the blue question mark.
