1. put it in "C:/Program Files/RocketDock/skins" (default)
2. right click on the dock, click on "Dock-Settings" and then "Style" and select "Glossy Blue", done.

what program to change the start button ?
it's called Angry Birds by my friend bbosa i think you can download it from deviantart under windows 7 visual styles section i don't have link or permission to upload it sorry
